Dover is the capital and second largest city in Delaware. It covers 22.7 sq mi (58.8 sq km) in Kent County, Delaware. The city observes the Eastern Standard Time, which is five hours behind Coordinated Universal Time (UTC-5), and four hours behind during Daylight Saving Time in summer. Dover has a population of 36,000 (2011 estimate).

Dover was founded by William Penn in 1683. The Delaware General Assembly directed a special commission in 1717 to lay out the city. In 1777 the capital of Delaware was relocated there, taking advantage of its centralized location in the state, which affords it better security from possible raids by the British.
Between 1779 and 1781, the state assembly met at different cities in Delaware, successively in Wilmington, Lewes, Dover, New Castle, Lewes again, before settling down permanently in Dover.
Visiting Dover
Dover is reached from Wilmington on state route 1. US Highway 13 and US Highway 113 also connects Dover with other cities in the country.
