Developed on freehold land by Crescent Consortium, a subsidiary of Selangor Dredging, it was completed in 2015. The property included a stretch of Sungai Satu river, which has been cleaned up and beautified, with a pedestrian path added to the riverbank.

By The Sea comprises three low-rise blocks of 6 to 12 storeys, with a total of 134 residential units. There are three types of units.
