Jalan Horley was originally known as Horley Street. It was named after the Methodist minister Reverend William Edward Horley, who was instrumental in founding some of the first schools in the country, including the Methodist Girls School, Ipoh (1895), Methodist Girls' School, Kuala Lumpur (1896) Methodist Boys' School, Kuala Lumpur, (originally established as Anglo-Tamil School in 1897, but renamed Methodist Boys' School by Rev. Horley in 1903, once also known as Horley School), Horley Methodist School in Teluk Intan (1898) and Anglo-Chinese School, Sitiawan (1902).
Born in 1870, Horley had arrived in Singapore in 1894 where he taught at the Anglo-Chinese School (ACS), Singapore for 18 months, before transferring to Ipoh, to take over the position vacated by Reverend T.W. Stagg, who was returning to the United States, with a mission of school planting.
