Masjid Abdullah Fahim was named after a 19th century Islamic religious teacher who was born in Mecca in 1870, at a place known as Shuib Ali, near the Masjid al-Haram. Abdullah Fahim's given name is Abdullah bin Ibrahim. His father, Sheikh Ibrahim bin Haji Tahir, was a religious teacher at Masjid al-Haram. He married a Malay woman and was granted two sons, one of whom being Ahmad Badawi, the father of former prime minister Tun Abdullah Ahmad Badawi.

Tuan Guru Haji Abdullah came to Malaya in 1925. Having left Mecca in 1922, he first relocated to Pattani in Thailand before moving to Kedah and eventually settling in Kepala Batas2, where he began his Islamic teaching ministry, including a stint in Perak. On his return to Penang, he held religious lectures at Masjid Kepala Batas. Abdullah Fahim passed away at the age of 90 on 27 April, 1960.
