Seberang Perai City Council Building (GPS: 5.37098, 100.43282), or MBSP Building, is the administrative complex of the Seberang Perai City Council. It is located at Bandar Perda in Bukit Mertajam, Seberang Perai. It houses the offices of the Seberang Perai City Council or Majlis Perbandaran Seberang Perai (MBSP). It comprises a single high-rise block which at one time was the tallest building in Bukit Mertajam.

The Seberang Perai City Council is the local authority with jurisdiction over Seberang Perai Utara, Seberang Perai Tengah and Seberang Perai Selatan. Headed by a president, the municipal council has a wide range of functions from town planning to garbage disposal, parking, etc.

Originally intended to be a RM 120-million twin-tower block, the MBSP office complex was scaled down to a single high-rise tower. Still it is said to cost between RM65 million. Along with furnishing and fixtures, the final price tag came to RM85 million, an amount that almost bankrupted the municipal council and caused much outrage to tax payers.

The MBSP relocated into the present building from its former premises at Jalan Datuk Haji Said in early 2006. However due to a faulty air-conditioning system, the building was not officially handed over to MBSP until late 2007.
