The then MPPP (Municipal Council of Penang Island) introduced the present Penang Island Coupon Parking System on 1 January, 2014. Initially, there were three rate zones, namely green, blue and red zones, according to time and days where parking is chargeable. These were standardised to a single uniform rate effective 1 July 2017, when parking is chargeable at 40 sen per half hour from 8:00am to 6:00pm Mondays to Saturdays, including public holidays, with free parking on Sundays.
The coupon parking system replaced the use of parking attendants and parking meters. To use this system, motorists purchase coupon booklets from specific outlets located throughout Penang Island. Learn how to use the Penang Island Parking Coupons.
According to MPPP President, Datuk Patahiyah Ismail, a Smart Parking Gadget System would also be introduced from the middle of 2014. The gadget has an installed prepaid card that is placed on the dashboard. Car owners can input into the gadget the amount of time their cars are parked, and council enforcement officers will make spot checks on this.
