Penang South Islands (
PSI) are three man-made islands being created to the south of Penang Island. Together, these three islands will provide Penang with 1,821 hectares of development land. Formerly known as the
Penang South Reclamation (PSR), the islands form an important component of the
Penang Transport Master Plan (PTMP). The Project Delivery Partner for this portion of the PTMP is SRS Consortium Sdn Bhd, which is tasked with coming up with a detailed design and plan which will include the reclamation works for the island, and the construction of rail, road, bridges and tunnels within the plan.
The first of the three islands at PSI was tentatively called Island A, and was eventually renamed
Silicon Island. It will house the depot of the
Mutiara LRT Line line. This 30-km line will be built at a cost of RM8 billion. Construction is expected to start in June, 2020, and will take 5 years to complete.

In addition to the LRT Line, this component of the PTMP also includes the
Pan Island Link 1 Highway, a 20km highway across the central spine of Penang Island, to be built at a cost of RM7.5billion.
In order to realise the Penang South Islands, the Penang State Government held a contest co-organised by the Northern Chapter of the Malaysia Institute of Architects. The competition attracted the interest of some 127 consortiums, of which 27 groups were shortlisted. Of these, two-thirds of the submission came from foreign firms. Five finalist will receive an honorarium if US$125,000 (RM520,000) each when the winning entries are announced.
Updates on Penang South Islands
- Buletin Mutiara (11 May 2023) reports that the Penang State Government has announced that the Penang South Islands project will be scaled down to one island. That is Island A, now also named Silicon Island, which will be 2300 acres in size.
Chief Minister Chow Kon Yewo told a media conference yesterday (11 May) that Islands B and C will not be implemented. This follows Prime Minister Datuk Seri Anwar Ibrahim's announcement of 6 May that the Federal Government will provide additional funds to assist the Penang government in expediting the LRT project.
Silicon Island will be implemented in two phases, with a total period of 10 to 15 years of reclamation words. (see attached maps of the reclamation phases.) The first phase is 1300 acres while the second 1000 acres.
- The Star (26 Jan 2021) reports that the Penang South Reclamation is set to get going with the state expecting formal approval once movement control order is over.
