The plans to create the Istana Park goes back to 20 February 1992. It is intended to be a landscaped park in front of the entrance to The Istana. According to Teh Tien Yong, the architectural head of the Urban Redevelopment Authority, the creation of the park is intended to give the entrance to The Istana more prominence.
Istana Park was created at a cost of S$13 million. It occupies a site equivalent of 1.5 football fields. The park is planted with palms and plants that are indigenous to the region, so that it blends well with the entrance of The Istana, which was also given a S$1.7 million improvement earlier.
The centrepiece of the Istana Park is the Festival Arch. It is intended to be the symbolic gateway to the Civic District. In front of the arch is a reflecting pool that is one-third the size of an Olympic pool.
