The Rice Miller (GPS: 5.41541, 100.34287) is a luxury hotel along Weld Quay, in George Town, Penang. At time of writing (January 2013), construction of the hotel is still in progress. The project is expected to include residential properties, a boutique hotel, commercial offices and a retail arcade. Facilities envisioned for the development include a private club, a spa, delicatessens, cafés and restaurants. An update in April 2015 shows that the hotel is nearing complex but with still loose ends to tie up.
The Rice Miller was named in memory of the late rice milling tycoon, Phuah Hin Leong, who was born Lim Choo Guan, as the developer, Asian Global Business, belongs to Phuah Hin Leong's descendants.

The Rice Miller occupies a piece of land facing Weld Quay comprising four adjoing parcels of freehold land bordered by Weld Quay, China Street Ghaut, Beach Street and Church Street Ghaut. Among the properties within this ensemble include the Paterson, Simons & Co. Building on Weld Quay, and the George Town Dispensary Warehouse on China Street Ghaut. The Elceetee Building on Beach Street had to make way for the project.
