UTC Pulau Pinang (GPS: 5.41532, 100.33065) is a centralized location housing 10 government agencies. The UTC, which stands for Urban Transformation Centre, is located on levels 2 and 3 of Komtar, occupying space that was formerly part of Pacific Department Store. UTC Pulau Pinang opened to the public on 15 August 2020.

The 10 agencies housed at UTC Pulau Pinang are the Public Services Commission, Immigration Department, Road Transport Department, National Registration Department, Inland Revenue Board of Malaysia, National Higher Education Fund Corporation, Tenaga Nasional Berhad, Women, Family and Community Development Ministry, Information Department and Health Ministry. On top of these, the Royal Malaysian Police, JOBS Malaysia and Entepreneur Development Ministry will also be opening their branches at UTC.

UTC occupies space belonging to the Penang Development Corporation, which spent RM14.76 million to refurbish the space fo the agencies, while the Finance Ministry spent RM5.24 million on the space which it leases for nine years.

The opening of UTC Pulau Pinang is expected to drive traffic to Komtar, which may spill over to the shopping mall and retail outlets.
